Власть горожанам? Анализ системы партиципаторного бюджетирования Парижа

Аннотация

Во Франции партиципаторное бюджетирование популяризируется в условиях общемирового кризиса репрезентативной демократии и многолетних реформ по децентрализации полномочий властных органов. В этом контексте оно позиционируется местными властями как инструмент солидаризации граждан и способ вернуть доверие горожан к избранным органам власти. Одна из задач, решаемых этим инструментом, — сокращение дистанции между горожанами и органами власти. При этом устройство парижской программы партиципаторного бюджетирования оставляет возможности для сохранения статус-кво в иерархии городского управления.

Статья посвящена описанию и анализу программы партиципаторного бюджетирования, которая реализуется в Париже с 2014 года. Рассматриваются особенности организации этого процесса, приведены ключевые пункты критики его устройства, а также описано положение партиципаторного бюджетирования в городской политике Парижа. Отдельное внимание уделено работе программы партиципаторного бюджетирования в так называемых приоритетных кварталах — особо уязвимых городских территорий, в которых муниципальные власти проводят политику внутреннего развития и обновления (politique de la ville). Предполагается, что этот тандем усилит меры муниципалитета по снижению социального и территориального неравенства (См. [Smith et al., 2001; Najib, 2017]). Проведенный авторами анализ косвенных показателей позволил установить зависимость реализации партиципаторных проектов и активности участия горожан в их выборе от паттернов социально-экономической дифференциации городских территорий. В частности, наиболее джентрифицированные округа города (1, 7, 8, 16-й) отличаются наименьшей партиципаторной активностью, в то время как для ареала на правом берегу Сены, в котором активно проводится политика социального смешения, характерна сравнительно высокая доля горожан, принимающих участие в работе программы. Анализ выбранных показателей для приоритетных кварталов показывает неоднородность реализации партиципаторных проектов на подобных территориях. Партиципаторное бюджетирование позволяет мэрии Парижа относительно быстро добиваться видимых преобразований городской среды. Через школу «профессиональных горожан» он знакомит парижан со структурой и особенностями управления городом. При этом партиципаторное бюджетирование не решает проблемы дефицита участия, так как участники этой программы имеют сложившийся социально-экономический портрет и не могут действовать в интересах большинства, а также сохраняет ведущую роль органов публичной власти в инициировании изменений.
