Централизация муниципальных полномочий в сфере градостроительной деятельности: к глобальной дискуссии о роли локализма в управлении развитием территорий

Аннотация
Поиск баланса между централизацией и децентрализацией управления развитием территорий (территориальное планирование и регулирование землепользования и застройки) остается актуальным для многих стран мира. Россия сегодня выступает ярким случаем централизации муниципальных полномочий в области градостроительной деятельности на региональном уровне, в результате которой муниципалитеты отстранены от непосредственного участия в развитии территории. При этом в субъектах РФ складывается различная практика централизации: в разных регионах полномочия перераспределяются на различный срок и в различном объеме. Авторы выдвигают гипотезу, согласно которой, несмотря на схожие предпосылки для реформирования системы управления в указанной сфере, реализуемый в России механизм не имеет аналогов в зарубежных странах. Авторами проведено сравнительное исследование четырех стран (США, Франция, Великобритания и Россия) с целью выявления специфики процесса централизации полномочий в сфере градостроительства в России и его соотношения с глобальным контекстом эволюции систем управления развитием территорий. Полученные результаты свидетельствуют о схожести причин и предпосылок для изменения подхода к организации систем управления. Однако этот процесс в России обладает собственной спецификой и требует продолжения дискуссии относительно места регионов в вопросах управления территориальным развитием.
