Unregulated Questions. The Case of Lefortovo District

Abstract

In this paper we consider the zones with special conditions of land use and legislative support for the institution of special conditions. The authors systematized the regulatory framework in the field of special conditions of land use, formed a list of types of zones with special conditions stipulated by the current legislation, and identified the main outstanding issues of this area of law. In a specific example the authors analyzed the law enforcement practices, considered the consequences of the lack of elaboration of the regulatory framework that results in a poor regulatory environment. Finally, the author compiled a consolidated register of zones with special conditions of land use provided by law, as well as recommendations for improvement of legislation in this area.
