A Good Yard Begins with the Council: How Participatory Design Arises in the Municipal Districts of St. Petersburg
Abstract
This article analyzes the reasons for the emergence of the participatory design at the level of municipal districts in St. Petersburg. Why is this initiative being born despite a narrowing field of authority and a shrinking budget? The emergence of participatory practices in municipal districts may be influenced by the average age of council members and the values of the party or public association to which they and the head of the council belong. A database was compiled containing information about 111 municipal councils in St. Petersburg: the number of deputies in the councils who got there after the 2019 elections, their party affiliation, the subject of the nomination of the head of the council, the average age of deputies, links to official and informal media resources of the district. Since one of the principles of participatory practices, in particular participatory design, is a transparent information campaign, the author searched for announcements about co-design workshops in media resources using keywords as a tool for collecting information about the presence or absence of participatory design practice in the district. Using regression analysis, the author was able to confirm two out of three hypotheses: the higher the proportion of deputies nominated by conditionally democratic forces in the council, the higher the probability of participatory design emerging in the district, and the higher the average age of deputies in the council, the lower the probability to see participatory design was. The party affiliation of the head of the council had no significant effect.
