Urban Planning Norms: Creation and Demolition of a System

Abstract

This article discusses the process of developing urban planning norms as a system in post-soviet Russia. The legal basies of such a system ignores the process takes place. The manifestation of destruction appears as an inevitable result, when instead of fulfilling the tasks of creating certain components of norms, substitutions are developed. The simulacrums of documents, which block the creation of an effective town planning’s norms system. The ways out of this simulated impasse are presented.
