Сценарии трансформации интерфейса «порт-город» в Антверпене и Роттердаме

Аннотация

Дуалистичность функционального и институционального устройства портового города обусловливает асинхронность его пространственного развития. Две сопоставимые по площади территории с принципиально различным набором функций — порт и, собственно, город — имеют общую и довольно протяженную границу, положение которой не статично во времени из-за более быстрой реакции порта на внешние, глобальные импульсы (такие, как «контейнерная революция» XX в.). Стимулируемый модернизацией портовой экономики и ее регионализацией пространственный рост порта на периферии снижает эффективность использования старых промышленных участков набережной в черте города. Образующееся лиминальное пространство — интерфейс «порт-город» — становится зоной соприкосновения и конфликта интересов различных сторон. В статье рассматриваются сценарии трансформации бывших портовых территорий на примере Антверпена и Роттердама, оценивается их влияние на пространственное развитие городов в целом посредством сравнения распределения доходов населения. Выявлены три последовательных сценария: строительство социального жилья, мегапроекты государственно-частного партнерства (Коп ван Зюйд, Эйландье) и комплексный редевелопмент (программа «Городские порты» в Роттердаме). Результаты показывают, что ранние сценарии привели к формированию ареалов устойчивой бедности, а последующие мегапроекты — к джентрификации и усилению социально-экономической поляризации, тогда как новый подход нацелен на симбиоз портовых и городских функций, создавая возможности для малого бизнеса и наукоемких производств.
