Аннотация

В статье рассматривается понятие городского управления, анализируются факторы, влияющие на городское управление на национальном и местном уровнях и изучается вопрос о том, как городское управление справляется с общественными, экологическими и экономическими проблемами, с которыми городам приходится иметь дело сегодня. Основная сложность состоит в понимании этих проблем, и представленное исследование выявляет определенные факторы, способствующие успеху улучшенного управления городом: роль четких целей и лидерства; необходимость юридической базы, которая определяет роли различных участников; четкие механизмы принятия решений и обжалования; стимулы и соответствующие механизмы финансирования; сотрудничество между участниками и постепенное развитие доверия; четкое разделение обязанностей. В конце статьи представлены десять важных выводов из недавних работ, посвященных вопросам городского управления.
